BARCLAYS PLC APPOINTS NEW CHIEF EXECUTIVE


Barclays PLC is pleased to announce today the appointment of Michael E O'Neill
as Group Chief Executive and as a Director of Barclays PLC and of Barclays
Bank PLC, with effect from 26 March, 1999.

Michael O'Neill joins Barclays from Bank of America, where he is President,
Principal Investing & Wealth Management and a member of the Policy Committee
responsible for the integration planning and execution of the
BankAmerica-NationsBank merger.  Prior to the merger, he was Chief Financial
Officer of BankAmerica.

Sir Peter Middleton, Group Chief Executive and Group Deputy Chairman, said: 
"Throughout his career, Michael O'Neill has demonstrated his ability to
improve the performance and increase the value of complex organisations.  He
has excellent financial and management skills, international experience and is
a clear, strategic thinker.  We are delighted to have him on board."

Mr O'Neill commented:  "I am honoured and excited by the prospect of leading
Barclays which is one of the world's most prestigious financial institutions. 
I am joining a strong management team and together I am confident that we will
be able to build on the Group's existing strengths."

Sir Peter Middleton will step down as Group Chief Executive when Michael
O'Neill joins Barclays.  Sir Peter will continue as Deputy Chairman and a
Director until he succeeds Andrew Buxton when he retires as Chairman and a
Director immediately following the Annual General Meeting on 23 April, 1999.
