                  EXCLUSIVE INTERNATIONAL LICENCE SIGNED WITH
                             LAS VEGAS GAMING INC.

The Board of New Media Lottery Services, the AIM traded supplier and operator of
lottery systems and games for government sanctioned lottery programs and
charities, is pleased to announce that it has signed an exclusive
non-transferable software licence with Las Vegas Gaming Inc. ("LVGI"), a Nevada
based operator, manufacturer and distributor of products for the gaming
industry. As a result, NMLS will use LVGI's Optima Game Management Software, as
a base engine for its developed games.

This compliant system coupled with NMLS's Lottery Management System ("LMS")
brings a complete end-to-end solution for platforms such as Mobile Gaming, Video
Lottery Machines (VLTs), and Web-based applications.

Highlights:

   * NMLS and LVGI combined system due to be launched in Q1 2007;
   * The licence agreement is for an initial three year term and subject to
     three yearly incremental extensions thereafter;
   * Provides a customisable system for marketing white-label solutions that
     governments and charitable lottery organisations can operate outside the
     United States;
   * The LVGI system has been used for more than 20 years in Nevada and has
     several gaming licenses and patents attached to the intellectual property;
   * The bundled Companies' product offering becomes a complete turnkey
     lottery system; and
   * The combined system can be rolled into the different markets NMLS is
     capturing.
   * The exclusive territories are Europe, Eastern Europe and South America
     and both companies will work closely together in pursuit of additional
     markets.

The licence agreement is for an initial three year term and subject to three
yearly incremental extensions thereafter. NMLS will pay commissions to LVGI on a
monthly basis calculated on various net win programs. NMLS has issued LVGI with
200,000 new ordinary shares as consideration for the grant of the licence. NMLS
has issued a further 50,000 new ordinary shares to Tony Caporicci, the head of
the NMLS Terminal Based Products Division, for his role in introducing the
transaction. Application will be made for the new ordinary shares, which rank
pari passu with the Company's existing issued ordinary shares, to be admitted to
trading on AIM.

This combined method brings together a compliant gaming system trusted and used
today by respected operators such as Boyd Gaming and in several well-known
casinos such as Bally's Las Vegas, Excalibur Hotel/Casino and Treasure Island
Las Vegas. With interface content that NMLS has already tested in several key
markets, the combined product offering becomes a complete turnkey Lottery
system. The end result is customizable for marketing white-label solutions that
governments and charitable organizations can operate outside the United States.
The integration of the Companies' products becomes a powerful solution that can
be branded, managed, audited, and monitored from remote jurisdictions with
accounting and reporting standards all as one policy.

The LVGI system has been used for more than 20 years in Nevada and has several
gaming licenses and patents attached to the intellectual property. NMLS
validates its efforts by signing an exclusive international license and commits
integration development to continue to value-add the technology. The LVGI system
has the ability to expand into the different markets NMLS is capturing and with
NMLS current technology the system already has a targeted timeline to deploy in
Venezuela as a Mobile Gaming Platform.

The companies plan on launching the system in Q1 2007.
