The New Zealand Commerce Commission said Wednesday the rates charged to subscibers of one mobile network operator to use their mobile telephone handset on a different mobile network to make and receive calls is to remain unregulated.

The commission has decided there are adequate commerical arrangements in place that regulation is not needed after small mobile-phone provider 2degrees came to an agreement with Vodafone New Zealand Ltd., a subsidiary of Vodafone Group PLC (VOD, VOD.LN) to carry roaming out on a more equitable basis.

It also released its final determinations for the cost to telecom companies for the Telecommuications Relay Service for the hearing impaired. The service is to cost the companies NZ$2.2 million, with Telecom Corp. of New Zealand (TEL.NZ), Vodafone and TelstraClear New Zealand Ltd. bearing 98% of the cost.
