                            SAS70 Type II compliant

UCL, the provider of outsourcing support services to the global cellular
industry, announces it has been recognised as being compliant with the
requirements of SAS70 Type II (Statement on Auditing Standards ( S A S ) No. 70
- for service organizations - an internationally recognised auditing standard
developed by the American Institute of Certified Public Accountants (AICPA). A
SAS 70 audit or service auditors' examination is widely recognised, because it
represents that a service organisation has been through an in-depth audit of
their control activities, which generally include controls over information
technology and related processes).

Companies seeking to comply with Sarbanes-Oxley Act, sections 302 and 404, will
need to ensure that where they outsource functions that affect financial
reporting or internal controls, they only do so to companies accredited as being
compliant with the requirements of SAS70 Type II.

Mazars LLP, the firm of international auditors and business advisors, were
responsible for providing an independent opinion as to whether United Clearing's
controls met the required standard to be considered compliant with SAS70 Type
II. After a six-month testing period, Mazars have declared United Clearing to be
fully compliant.
