StratoComm Corporation (STCO) has responded to a request to propose
a wireless IT infrastructure to service the five primary cities of
the country of Turkmenistan. (Logo:

Turkmenistan is a country of approximately 5.2 million people
located directly north of the countries of Iran and Afghanistan
with its western border abutting the Caspian Sea. Turkmenistan is
interested in developing information technology infrastructure as
part of an effort to vitalize growth in their medical, scientific
and educational communities with minimal impact to Turkmenistan's
unique culture. StratoComm's system design will support VoIP,
Internet and Broadcast services to the Capital City of Ashgabat
with additional service to the primary port city of Turkmanbashi as
well as services to the cities of Mary, Turkmenabat and Dashoquz.
StratoComm's turn-key system provides the perfect solution to
Turkmenistan's uniquely challenging opportunity. StratoComm's
Transitional Telecommunications System (TTS) utilizing
lighter-than-air technology, will meet the dual purposes of
delivery of services to each city within the system and reliable
communications links among all five cities. Further the TTS is
designed to support transition to StratoComm's Stratospheric
Telecommunications System when commercially available. Telemedicine
will become a reality in a country difficult to travel thereby
enabling doctors to remotely confer regarding patient treatment.
Scientists and researchers will be able to access data on
international developments quickly and easily. School
administrators and teachers will have ready access to online
services. The Turkmenistan government will be better equipped to
support their Petroleum/Gas industries along the Caspian Sea.
StratoComm's collaborator on this important project is
Spartacus-Consulting, LLC, a U.S. based business and information
technology company specializing in rapid development and deployment

in early May and a formal governmental response is anticipated
