Intec launches Dynamic Charging Platform, allowing wireless carriers to deliver
advanced network services against pre-paid and post-paid billing models

London - June 23, 2003 - Intec Telecom Systems, a global leader in Operations
Support Systems (OSS), today announced the Intec Dynamic Charging Platform
(DCP), a new solution for wireless carriers that enables real-time, value based
charging of advanced data network services such as content, mobile commerce and
location-based services. Intec DCP bi-directionally connects and integrates, in
real time, the network gateways, probes and servers that generate event
information with the authentication, balance management and billing systems that
form the basis of pre- and post-paid customer charging. Intec DCP, in
conjunction with Intec's Event Mediation Platform, Inter-mediatE, provides a
complete, carrier-class solution for wireless service charging, from simple
telephony to the most advanced next-generation services.
"Intec has many of the world's largest wireless carriers as customers, for both
mediation and billing systems. We know that charging for advanced services,
particularly in a pre-paid environment, is right at the top of their agenda,"
said Gary Bunney, the head of Intec's Product Operations. "Customers, both pre
and post-paid, need to be rapidly and securely authenticated to receive, or be
barred from, high-value services, and carriers need to assure payment of all
events. That means instant, two-way communication between network elements,
pricing engines and customer billing systems, together with reliable post-event
processing to ensure payment and service quality."
As wireless operators focus on customer retention, acquisition and increases in
ARPU they need to move away from commodity voice services towards the delivery
of high-value wireless data services and applications. This applies to all
network types including GSM/GPRS, CDMA, 1xRTT, UMTS and WLAN, covers all
services types including voice, data and premium content, and all payment
options including pre-paid, post paid and converged payment approaches. For
post-paid this includes transitional post-paid as well as real-time post-paid
for credit checks. Intec's Dynamic Charging Platform is designed to solve these
problems by acting as a complete, configurable, two-way real time interface
between multiple network technologies and the back-office systems which
ultimately permit profitable billing.
Intec Dynamic Charging Platform (DCP)
The Intec DCP is an enabling platform for active bi-directional control of
real-time requests from the wireless network infrastructure to either enable or
disable access to data services and premium content. Being an integral component
of the transaction flow, Intec's DCP is continuously available to reserve,
monitor and update pre-paid balance credits, calculating the price through
integration to third party rating engines or billing systems, providing advice
of charge to the user, verifying service delivery, and providing service control
logic to selectively signal session redirection to a customer service portal for
subscribers that have reached a low balance threshold.
Network and OSS/BSS Integration
Intec's DCP sits between the network infrastructure and the operators' OSS/BSS
components, bi-directionally interfacing with commercially available in-flow
service inspection and control hardware platforms* such as Cisco CSG, P-Cube
Service Engine, ProQuent MSSP, Volubill, Megisto MSDS, and others using open
APIs and standard accounting and control protocols. It interfaces with existing
pre-paid balance management systems for realtime balance retrieval and update.
It also interfaces with rating systems for real time retrieval of subscriber
information such as discounts, for advice of charge and payment mechanisms such
as credit cards, or subscriber pre-paid and post-paid accounts. It works in
unison with the existing infrastructure to act as an effective IP Service
Control Point that interacts with key applications in real time through steering
logic developed and optimised for the task
In a typical implementation DCP could be used with an event-based mediation
system, such as Intec's Inter-mediatE, to facilitate processing and distribution
of final charging information to fraud systems, network planning systems, and
possibly billing systems where combined pre-paid and post-paid payment plans are
offered. When linked to Intec's IntercontenT, Partner Management and Partner
Revenue Sharing modules allow for complete business management of premium
content services.
Intec's DCP supports multiple payment methods, but particularly pre-paid wallet
(s) for voice and data services in CDMA, GSM, GPRS, UMTS and WLAN networks. This
allows a pre-paid subscriber to use any number of data services simultaneously
such as a video download whilst browsing the web and sending email, with charges
debited from a single pre-paid balance. Operators can now launch pre-paid data
services without disrupting pre-paid voice operation.
Intec DCP enables service providers to deploy differentiated mobile data
services, on a pre-paid basis, per transaction and per event. Charges can be
based on any combination of criteria such as:
* Network elements including WAP Gateways, MMSC, GGSN, PDSN
* Premium content or class of content, such as sports, stock reports, news
etc.
* URL of the web site visited, content accessed, ring-tone or Java app
downloaded
* Duration or volume-based charging - Volume of data or the duration of the
call
* Protocols used in the transaction, such as HTTP, POP3, SMTP, FTP, MMS,
WAP, SIP - where charges can depend on number of messages sent, e-mail
domains of recipients, size of picture or video message, etc.
* Location based charging - location of subscriber during the data session
* Time of Day Charging - peak and off-peak hours and time
