                 APPOINTMENT OF IAN SMITH AS EXECUTIVE DIRECTOR

Offshore Telecom Plc ("Offshore Telecom"), the AIM listed provider of integrated
telecommunications services for the offshore and off-the-beaten-track mobile
satellite phone markets, is appointing Ian Smith as an Executive Director with
effect from 28 April 2003, immediately following the completion of the proposed
acquisition of Matrix Network Solutions Limited ("Matrix"), also announced
today.

Ian Smith, aged 39, was, immediately prior to joining Offshore Telecom, regional
director for the UK and Ireland of Foundry Networks, Inc., the San Jose,
California, based designer and manufacturer of computer network equipment. A
highly experienced IT and communications industry developer of new business, Ian
previously held senior sales positions with Dataworkforce, Cisco Systems,
Olympic Worldlink and Cable and Wireless.

David Bland, Chief Executive, commented:

primary focus will be the successful development of our systems integrations
business, his substantial sales and business development experience will benefit

ADDITIONAL INFORMATION:

Offshore Telecom confirms that no disclosures are required in accordance with
Schedule 2 (f) of the AIM Rules. Offshore Telecom discloses that (Andrew) Ian
Smith was a director of Dataworkforce Limited within the past five years.
