Yes, they will exercise their warrants and those shares will go into the SWF.  This will create the implied guarantee for the GSE's and create trust in the housing market with the government's backing.
The share price will rise even higher than it would have otherwise so there will be no laws

What you are missing is this president (DJT) does not sit around to do nothing for months/years like the last president did. DJT will commence an EO when the time is right and it sure seems like the time for privatizing F & F is coming very soon. I would not hold my breadth thinking it will be done
